Yes you can. If not done already you lot will need to get root and recovery. GB bootloaders will get in easier on you as well. All of these topics can be searched and explained on these forums.

qkster, bigjoe, and jscott have some great threads on these boards with links and explanation to become you going. As far as Arabic linguistic communication support I'thousand non sure...you will have to do some inquiry and reading of different roms for that.
